GEM LAKE COMPREHENSIVE PLAN UPDATE
Project Background
The City of Gem Lake is updating its 2022 Comprehensive Plan to guide our community’s future through 2050. The Comprehensive Plan update will utilize community input, demographic and market research together with community planning best practices to identify critical needs, goals, policies and action steps for guiding the types of future growth, redevelopment and enhancements embodied in the community-supported vision.
Community participation is essential to the planning process. Throughout the update, residents, businesses, and stakeholders will have opportunities to share feedback through a community survey, public meetings, and other engagement activities. Over the coming months, the City will assess existing conditions, gather community input, and develop recommendations that will guide Gem Lake over the next 25 years. Check back regularly for project updates, upcoming engagement opportunities, and ways to get involved.

What is a Comprehensive Plan?
A Comprehensive Plan is a vision of what a community wants to be. It is a guide to help shape a community’s future growth, protect what its residents value, and enhance what they want to improve. The comprehensive planning process takes a look at existing challenges and sets guidelines and policies for future development.
As part of the Metropolitan Council’s regional planning requirements, all communities in the Twin Cities metropolitan area must periodically update their comprehensive plans to ensure consistency with regional forecasts, policies, and long-term plans for housing, transportation, water resources, parks, and other public services. The plan will establish goals, policies, and implementation strategies that reflect local priorities while meeting Metropolitan Council requirements and regional planning expectations.
